Because it's open box, witch means someone has returned it upon opening the box so its a reduced price.

Most power supplies that come with cases are very low end power supplies, and inadequate power supplies mean doom for your parts.
Invest in a good case and a good power supply.
Trust me on this.
Get a case with the power supply bay located on the bottom, not the top. It's more efficient and safe for your PSU with the PSU on the bottom.
Yeah, the case i have listed there is only 300 w but i found another great deal and the case is very sexy with a huge fan. this case here...

Spend an extra $20 and get the Intel Quad Q6600, easily overclocked and get the GIGABYTE GA-EP43-DS3L LGA 775 mobo to go with it.
RAM is so cheap, it's probably worth getting 4gb and an x64 OS.

Just to add, it's worth spending the extra $5 on decent thermal paste.
550w PSU will be ample.

but i already have windows vista 32-bit so im just going to stick with the 2gb ram
