That's like asking why people don't always capitalize the first word in a sentence.
"Ain't" is a contraction of "am not," like all contractions, it has an apostrophe to show the omission of certain letters, like all contractions do. The fact that someone didn't put the apostrophe there simply means they are a) retarded or b) lazy.
Just like the fact that you aren't using correct capitalization or punctuation means that you're just lazy (or possibly retarded, as stated above), not that it's not supposed to be there.
