Nocturnus was creepy but well animated at the same time. It almosts feels like you're in a nightmare while watching it.

I thought Tails' Nightmare was very well-done. I haven't watched the other Top 4 yet but I think it should have gotten a higher score.

Nocturnus fit the Halloween mood very well, I think. I say it deserved first and Tail's Nightmare deserved second for its incredible-quality programming.
