Help with GC game disc

So i just bought a used copy of LoZ: Windwaker at a local gamestop, and it won't work. I have cleaned it for what seems to be 7 times, and it won't read the disc. And yes, I have tried putting it on a wii. It just restarts the whole system. I've noticed a little white mark on the lens, and i think thats whats causing it, but i want to be sure.

im not sure what it is specifically but i had something like it on my discs and it looks almost like melted plastic
