Ohhhh shit. My speakers are making a wierd ass noise that sounds like talking when my computer is off. If I unplug the speakers from the computer it is fine and the talking stops. It sounds like a garbled voice btw. And the noise is creepy as shit. Onboard sound card is built in to my nVidia 7600gt.

It could be feedback effecting the speakers and soundcard. In some rare cases speakers pick up feedback from various radio frequencies, things like Air Traffic Control are sometimes heard, or just a radio station. It's very odd that it happens when the computer is off though...

Try and use these speakers on a different pc to see if the speakers are junk. If nothing wrong on other pc, you might want to buy an audio card.
