I don't know what this has to do with ST but here's a simple explanation your could've come up with yourself.

If the original ST, Kirk (Shatner) would make logs and speeches and would use the dramatic pause effect to build up to a powerful conclusion. Usually, this device is seldom used but Kirk over used it to the point of people become actively aware of his speaking pattern. Why it became so popular to poke fun of, I have no idea.

Maybe becuase it's a parody and the goal is to make fun of him, and make him sound like a dumbass?

Also, many people thought his acting was "wooden", so there are random pauses to make fun of him and they often stress every other syllable
