when I made my first game here I had that problem also. What i did was then find a very small gif picture of a sky for the background and then I drew what i wanted over it and when I saved it as a gif and the loss of color isn't that bad. The only advise I got for you really is to try and find or make a picture with as few colors as possible because if you save it as a gif, at least the loss of color will not be as bad.
Solution 1.:
Dont use bitmapped filetypes
OR
Make the picture in double resolution and resize them in flash, this makes it look alot smoother..
Using Photoshop is really good for small Gifs. It saves them with better quality than Flash does. And the colour problem doesn't happen.
I just take a screenshot, then crop the proper dimensions in Paint Shop Pro and save it as a GIF.

There's a site called formatilicious that converts images. Export it as a JPEG and then convert to GIF and you should get better quality.
Well, you should
try not to use much colors and gradients... a gif can just have 256 colors, remember this. ;)
