I have a few more ideas, and I don't think these have been said before:
I previously said that file-swapping was an issue that probably needed some kind of portal-mod system to stop. I still think portal mods would be a good idea (Wade alone is, after all, just one person in a sea of garbage and abusive flashes), but for the specific issue of file-swapping, it may be as simple as just removing the 'edit' button for submitted flashes. Simply telling flash authors that any change, regardless of how minor, would mean the flash has to go through the judgement filter again would decimate the ability of any file-swapper to spam the portal with crap.
As for new ideas, I have 3 so far:
1). Remove the 'Politics' forum. It was a good idea, but the sad fact is that very few people go out of their way to read the things in there. For all the other forums, this isn't so bad; all you do is post a question and wait until you get an answer. However, for topics related to politics, the more views you get on something, the more useful the thread is. This creates an annoying dilemma: "do I post a discussion topic in the politics forum, where it's likely to get about 5 replies before it drops off the front page, or do I post it in the general forum, where a much better discussion will be generated, but it'll likely be locked (due to being in the wrong forum) before any real conclusion is reached?" Merging the General and Politics forums would solve this, as well as allow for other discussions that are 'grey areas', where topics could be construed as being political by some, and scientific or religious to others (no-one would refrain from posting a decent topic just because they're not sure where it's supposed to go).
2). Review mod tools for removing author comments. Thanks to the whistle system, most of the abuse NG got has been removed. However, I've recently noticed that about 95% of the remaining verbal abuse is in the author's responses to reviews, rather than the review itself. Some review mods have said that it would be good if people could flag just the author response (as opposed to the whole review), since a review can't be removed just because the author is spamming retarded comments (I understand such an action would make it very easy for authors to remove reviews that they don't like, just by being morons in the response box). I think it's time that review mods got the ability to get rid of this kind of spam, as the vast majority of the existing verbal abuse on NG is currently untouchable with the current rules and standards.
3). This isn't a particularly important thing, but I thought it would be a good idea if regular users could see how many unopened PMs a mod or admin has. The reasoning behind this is based on the fact that sometimes mods can get dozens, if not hundreds, of PMs a day, and get none on others. Personally, if I wanted to PM someone over something I found, I'd like to know I wasn't giving an already overloaded mod one more thing to deal with, while another mod currently has nothing to do. It may help even out the amount of work that each mod has to do, but (since I'm not a mod), I really can't say on this one. I suppose you'd have to ask them about this.
