I need the tool Liquify which is normally found in the Filter button but It is not there does anyone know how I can add it there or something?

On Photoshop CS2 it can be found by pressing CTRL+Shift+X when a document is open.

Unless you have 2+ years' experience with photoshop, do not under any circumstances use the liquify tool.
As an amateur, it has the effect of making anything you do in Photoshop look like utter tripe; clearly the work of somebody who is inexperienced.

See I have CS not CS2 Im gonna get CS3 in some time but can it be done just on CS?

Make sure you're not in a 32 bit color mode. I think Liquify only works for 16 and 8 bit. Like the rest of the filters, it won't work if you're in bitmap or indexed modes either.
