Well, theres errors in your program if you get errors.
Anyway, to test the preloader, press ctrl-enter to test movie.
On the menu bar, there should be an option to "Simulate Download" somewhere. Choose that.

I pressed ctrl+enter and that's what happened. All I did was copy and paste the preloader in.

Fix the errors. Maybe theres something wrong with the preloader.

AS3. Yes, that would be the problem, as the NG preloaders were made in AS2.

Mike (or one of the staff) just updated the preloaders a few days ago, so go download a new one. They work with AS3, and any frame rate.

ok i put it in but now when i test it it doesent load it just plays the preloader animation at the beggening of the video and then the video isn't in sync with he song.

Thats because in the actual flash program, the file dosent need to load, so it acts as if it is loaded. To see the actual preloader loading bar, test the movie (ctrl>enter) then, in the movie window, go to View>Simulate Download. If it still just goes straight into the loaded animation, it is because your animation/game is too small. Either import a nice big song and then do the same, or go to view>Download Settings and change it to something else, to see how it will load over the different internet connections.
