I try to save Flash in .gif format, then change settings from Static to Animated, but it doesn't work. What do I do?

What's the error message? Also I wouldn't do gifs in flash, they export all staticy no matter what you do.

Go to File > Export > Export Movie.
And then as file type, choose 'GIF'. That's how you do GIF animations in Flash. (At least Flash CS3 anyway).

Well, it works fine for me. So have a play around, and see if you can figure it out.

To get the GIF animation you go to Export movie and click on GIF, change the settings to animated. Than click the publish button to get it.
Another thing about GIF animations, all of the work has to be done on the main timeline for it to work. No movements can be made inside symbols. If you do that it should work fine. Also blurs and glows and drop shadows all look like shit in a GIF animation.

Make sure you view the gif with explorer or mozilla. If you use that windows media viewer, that's default on most PCs, it won't be animated.
Also when choosing to publish animated gifs, make sure you also select "Loop Continuously" which can be found in the same menu as static or animated.

Make sure you export as ANIMATED gif, theres a diffeence. Also, to stop the colours going all wiered, gifs ony use 256 colours, so you need to use ony those colours. Go to the colour box, click the litte arrow, and select "snap to web safe" or whatever it is.
