It's about what outsiders think of Newgrounds.
There is a lot of stuff on Newgrounds, because horny teenagers love it so much that anyone who makes it gets high scores.
But it is "Everything, by Everyone", and some people want to make stuff games and animations. Let them, it doesn't do any harm.
