During a TV news broadcast, the sound was interrupted by something although, the video itself was not interrupted. This is the the audio just as it was heard. The year's 1977, and some people watching the broadcast was seriously freaked out. It could have been a person, or perhaps an actual alien.
If it is an alien, it could be speaking English through telepathy. If it was a person, he did well to not get caught. I'll post my reasons for thinking it's fake/real in a later post. Also, rather or not you think it's a person, or alien, there's still a lesson to be herd.

Eh, I don't know this feels like a stretch to me.

Why was that the only newscast affected? If it was real, it probably would've affected the world.

A species that seems to be able to oscillate through dimensions, something we don't fully understand yet, communicated to the whole world via radio station in one region. Yea this is definitely true. Let us celebrate!
While we're at it, let us gather on our roofs and hail lord Zenu, and talk about how the government hides everything.

It's a broadcast signal intrusion/hijacking. There are numerous recorded incidents of people overpowering the signal of an otherwise normal television broadcast.
The most popular signal intrusion is known as the Max Headroom Incident. They never found the people who did it, though.

Come on, I mean you really think in all of space there are no other forms of life. Or does the fact that it visits Earth make it an Alien...

With this post, I'll explain why I believe this video to be fake.
Why would there be an Ashtar logo. It makes no sense.. an Inter-galaxy peace organization with a logo writen in English... Right. Listen carefully to Vrillon's voice.. Notice anything flamilar? http://www.youtube.com/watch?v=DjYtIhglh s0&feature=related. There was no video, so, it is possible that this could have been a pre-recording. The background noise is also something common from that era's spacey/futuristic shows. That could explain why you never her the speaker take a breath, yet speak so quickly.
Why not save the message for a later time. Like now? It would spread quicker. Also, why not just send a global message to the entire world, and through the listener's language? Not saying there are no aliens, but, very doubtful with this proof that it was made by an alien.
I'll post my thoughts on how it may be real later on.
