To blam a flash submission means to give it a 0, so that it either does not pass judgment or lowers it's score greatly.
Only use in emergency situations.

To blam is to vote either 0 or 1 on a flash which is Under Judgment in the Flash Portal, which will, if the general public have the same voting disposition as you, mean that the flash in question is deleted from the Portal.
