Call your local news station. IF the police won't do anything about it, public embarrassment will make them do something. Happens all the time where I live. Make sure you ask your friend first, though. If she's willing to go through with it (they can blot out her face and change her voice if she doesn't want to appear on camera) for the sake of putting that sleaze behind bars, then she's the one in control, not that prick.
