This is like, huge news. Is this being reported a lot in the mainstream media (i.e. television broadcasts)? I haven't turned on my TV in a few days, so I don't know.
Anyway, I don't think there's a way to take a reasonable position in defense of France here.

The source is highly suspect, here. The Tutsis are currently the ruling party, in a single-party state, with what amounts to president-for-life Paul Kagame in power, so the objectivity of the report is questionable.

Well, in this case, it's a recent development. The Rwandan genocide didn't happen all that long ago and the fact that the French exacerbated the situation and has been coming down on the US for incidents that are far less damning is insane.
That and the fact that they spoke out against the Iraq War while engaged in the Food for Oil scandal really makes them hard to take seriously.

This is why news articles are stupid. They mention a report and the conclusions, but don't allow you to see the report itself.
In any situation, it's not about bias or motivation, it's about the evidence. Of course a healthy skepticism should be maintained if we haven't seen the evidence ourselves, but we shouldn't dismiss it out-of-hand, either.

When I read THIS it kinda pissed me off at France.
I'm not saying that America is innocent while France is guilty. I'm just saying that they are pretty hypocritical in codeming the actions of other countries while hiding their own bloody hands behind their backs.

Every single country in the world does that. The US condenms states for practcing torture and the like and is quite happy to use it as a tool. Same goes for the UK, Germany, Australia.
All governments are hypocrites.

It's funny that we all think that we are all like 21th century and we are so advanced, in 1933-1945 1914-1918 etc they were so fucking primitive and now
When in reality we are exactly like we were 4,000 years ago, we haven't changed a fucking bit. The only different is that now we got stronger weapons.
In 22nd century they will laugh at how primitive the society was in the 21th century, and in the 23th century exactly the same.
