I'm sure I've voted on over 100 songs on Newgrounds, yet I still havve a voting power of 1.50. I read up on voting, and it seems that I should have more than 1.50 by now. I'm concerned about this because I want to have a voice somewhere besides my reviews.
And if you don't want to explain this to me because you're afraid I will abuse it and zero-bomb songs, just look at my last few reviews and decide if I'm the type of the person who would do that.

You have to vote on Flash to increase your experience, level and voting power. Voting on Audio does nothing.
Unfortunately, to gain voting power, you must vote on Flash Submissions. Audio submissions will not gain you voting power, or help you go up levels.
Not only do you have to vote on the 5 flash submissions a day, but you can also increase your voting power by reaching a certain amount of B/P levels. Here is a list of B/P levels that you get by voting on under judgment videos. The picture explains to you what I mean.
Is this not a bias against music?
Anyway, thanks for the help.

Not so much a bias against music as a measure to keep the flash portal as the central part of the site. The audio portal was actually created as a sideline to the flash portal; a place where flash artists could obtain some original, royalty-free music for their flash animations.
Currently, there are people like yourself who use the audio portal as their primary area of the site, but those people are in the minority. As NG has always been a flash-based site, I don't think that the staff will ever make it possible to gain experience or blam / protection points from the audio portal.
Realistically, however, all you need to do is find 5 flash submissions that you like, and vote on them once a day to get your points. All in all, that will take you no more than 2 minutes or so, after which, you can return to the Audio Portal with more voting power on your side.
