No. Ganguro is the Japanese girl's way to show:
1) That she does not like the traditional homoracial culture of Japan
2) That she is a non-black person who loves black people and culture
The first doesn't apply to the USA, since this country is diverse. The 2nd applies. The 2nd shows itself as a subculture to the American black subculture i.e. hip-hop music, rap, and wiggers. So Ganguro will stay in Japan.
At best, something similar will pop up in South Korea since, according to my friend who lived on a military base there, they love black people.
