Well does anyone know how to add the blur effect to certain characters in flash?

yes i do.
convert the character into a movie clip...go to filters and click on the '+'symbol, click on blur and fill in the options.

Well does anyone know how to add the blur effect to certain characters in flash?

By characters, I'm hoping your speaking of text. If I'm right, text can have filters but not for each individual character in the textbox, the filters affect each character. The easy way to get around that is breaking it apart, so it turns every character into its own textbox and then apply filters to the ones you want.

Select character.
Convert to movieclip.
Click the filters tab at bottom of the screen.
Add in a blur filter and adjust it to your preference.

Note that the above mentioned method only works in Flash 8 and above....

you can use something like photoshop or fireworks and blur it there then import back to flash. you can use the filters in photoshop and fireworks or you could do it manually with the blur tool
