This is called nipping a problem in the bud and, actually, the only reason this would escalate matters is if retarded people in the press make mountains out of mole hills about what the French government's responsibility to the world is, which they seem to be doing.

You don't bar individuals just because of a few raudy others, especially when it could lead to even more tension.
If they want to stop it, then they sure do have a funny way of doing it. They'll allow Muslim law to be integrated into their country (causing strain), so their solution is to prevent citizenship?

Just because it's an imperfect solution, that means it's no good? You realize they're straining the cultural divide no matter what they do. By allowing wholesale integration of everyone, regardless of whether or not they'll integrate, the problem gets worse and continues to do so. While stemming immigration may make things worse, it doesn't exponentially do so. Not only that, but it dilutes the other culture by allowing more people in who are willing to adapt to the French culture.
At least, that's the plan. Whether or not you think it's a good one doesn't mean France has any less right to implement it.

They are the ones who allowed them to integrate their own rule of law within their system.
Preventing citizenship is so very minute in comparison, and all it will ever do is cause more tension than that which has already been created (and brought about, in part, by the French Government).
