I don't know what happened here. The Chinese and Russian officials were probably bribed. These sanctions were the one hope of restoring democracy to Zimbabwe. It was particularly good because it targeted the government officials without having a negative effect on the country itself.
They justified their decision by saying that it wasn't the UN's business to meddle with Zimbabwean affairs... I mean comon??! If not that, what is the purpose of the UN?
I bet Mugabe is having a good laugh right now... Damn that guy is powerful. I thought he only controlled Zimbabwe, but he's got a heavy end in the UN it turns out.

Oh yeah, and China is playing Mugabe's game:
"China has always maintained the best approach to solve a problem are negotiation and dialogue," Wang said. "Internationally to use, or threaten to use, sanctions lightly is not conducive to solving a problem."
"Negotiation" - The whole world knows that Mugabe doesn't negotiate. The 'negotiation' crap was brought up to formalize the whole scam. It's obvious that Zimbabwe's government needs to be taken down by force.

China- Communist
Russia- Communist
there's your answer. they don't like democracy because it would threaten the death grip of their corrupt leaders on their countries. It wouldn't be too far of a stretch to think that perhaps if it worked on zimbabwe it could work on china and russia.
I'm not crazy, everyone else is.

You do know that's such a gross over simplificationof the issue that it's painful right?
If Zimbabwe were a communsit nation then yeah, sure, maybe you could make the argument that they're trying to revive the Domino affect or something. But I've never heard the words Communims and Robert Mugabe used in the same sentence.
In all likelihood the reason they don't want sanctions is because they like seeing the West squirm. Neither really cares about what we think of them so they don't care that their popualrity with us goes down, yet my not succesfully doing anything the overnment in the est now look stupid for not tkaing any action.
It wouldn't be too far of a stretch to think that perhaps if it worked on zimbabwe it could work on china and russia.
Except it wuldn't because you know they could just veto anything and everything that wa sut forwrd to the security council. Kind of like what both the US and the USSR did during the cold war. Both sdies tried to impose shit via the UN or whatever and the opposition just vetoed it.
Besides the sanctions that were being put forward were not likely to succeed at doing anything. Mugabe and like 12 others would have ben unable to travel. Big deal, when you're a member of an oppressive dictatorship you don't actually need tot ravel as you get the luxuries you need. The only part that was relevant was the arms embargo, but that would have been broken anyway by a nation like Iran, and quite honestly China and Russia as well, thus making it stupid and redunant anyway.
Somebody just shoot the bastard and be done with it. I'm sure Mossad will be more than happy to help us should we ask nicely. More logical solution that imposing economic sanctions on a nation which has already got an inflations rate of 66000%. Shockingly things can't get much worse there, yet Mugabe is still in power. Mayhaps sanctions aren't going to remove him from power?
There are times for sanctions and time for real action. The Governments of the World fail big time when it coems to recognising which path is the appropriate one to take.
