Ok I'm pretty sure my flash CS3 pro becoming slower the more I draw and get detailed(which happens very fast) is because of my ram, though I just want to make sure before I buy anything. I figure it might be my processor.

Processor: Pentium 4 1.8GHz
RAM: 256mb

So could it be caused by my processor, or is it my ram, or something else?

Your processor is adequate, but still will feel it.

However, adding more ram (anywhere from 512 to 1gB) will spike a notable improvement. I'd start with what's cheaper (which is RAM) before going with a new proco or proco/mobo

Alright thanks. I might be getting a 512mb for free(hopefully). But if not I hope I can find one for $25 or less.
