It was George A. Romero's. Tarantino had nothing to do with it other than the fact that Romero thanked him for support in the credits.
Those black guys most likely got killed by zombies eventually, or shot one another as they did to 2 of their comrades. Besides, non-main cast shouldn't count, and it should be known if they make it to the end or not.
