What's the game that let you edit basically anything?

I would have to say either civilization (PC versions), or any RPG ever made.

Anyways, in terms of user created content and mods, I'd say Unreal Tournament, since it welcomes this stuff with open arms.

There is a fine difference between a game that lets you create a massive load of creatures and a shitty game maker.

shitty probably but its still considered a game. OP never specified it had to be awesome. It a ps2 title and a PC title. Should I just assume that if somethings too customizable its not considered a game anymore? Wtf? Whats the point of this thread then?
