I'm doing a bit of a NG profile facelift, and it was all going fine, but then, when I was trying to change my user page header, nothing really happened. I got the file up in the upload section, hit Upload File, and I was directed back to the Change User Page Header page, and my header was the old one....
Is this my computer or is there something I should do?

Try pushing Control + F5 and come back and tell me if it worked.

It's probably that you need to clear your cache. Just click Ctrl+F5
