Such as: Smoke color, victims' behavior, etc.

maybe make the smoke a colourful colour, like green or red, and then show the victim hallucinating from his POV (point of view). when you show it from the POV, blur or fade white around the edges, to make it look like he's dazed....
hope i helped, probably didn't
That kinda helped, what should I have him hallucinate?

it depend on the theme of your movie, you could be inside a normal place (a park, a bedroom, a church?) and have weird stuff going on like a pink bunny rabbit jump accross screen or a tinkerbell fly about or even some bums walking about throwing stuff at each other all in weird colours
i hope it helps?
Dancing banana?
Flying hat?
Pick two words and put them together :3

As an initial response to the gas, have your character's pupil go really small or really wide and glinty. It's just a common, recognizable way to show your character is in a different state of mind.
As for the clouds, do multiple layers of translucent smoke moving in different directions to give the illusion that it's encompassing an area. The further back the layers are, the lower the alpha (the more see through) should be. Hallucinogens can be symbolized by use of strange colors (purple, blue, etc). What the people see then are completely up to you obviously.

about monkeys, everyone likes monkeys
Sparkles comeing out from the grenade might work as a more abstract suggestion otherwise show the charecters pupils shrink and thier bodies either go loose or rigid when they start breathring the gas.
of course you could just show a box with hallucinogenic grenad on it, but that could be kinda dull
