Definitely Not Flash. Try Googling "Dubbing Program".
Honestly, what is the correct definition of "dubbing" ? Is it when you just find a video, record your voice and add it on the video to voice over the original sounds ?

Just record the voice using whatever program and a mic, then get a hold on the video file and combine it with the voice in Windows Movie Maker or something (actually, WMM has it's own voice recording feature, so I'm going to make that my answer on your question).

So your operating system is older than XP? Well, that probably limits your options, but I'm sure you'll be able to find some program that can be of use here.

Not all XPs come with Movie Maker, regardless of age. Mine didn't.

Alright, I thought it always did. Maybe it is just not installed from the beginning though, and you have to install it through the control panel > Add/Remove programs > Windows Components (or something).
Anyhow, WMM2 is available here if he does have XP.
