I really can't seem to find the correct tutorial for this one. I'm working on a non-sucking graphics flash and I need to find good follow-through step instructions how to make it. Can any of you help?

I'm not sure what you're asking here. From the way you worded your question you sound like you're asking "How do I stop sucking?"
Are you asking for a tutorial on how to draw bodies? Or how to do frame by frame (FBF) animations? Backgrounds? What.
Animation - The act, process, or result of imparting life, interest, spirit, motion, or activity.

Well practice is what will make you better. Trying to draw sports illustrated magazine stuff, like look through and draw a few pages.

1. Draw the pose in stick figures!
2. flesh out the body with shapes (I.E cylinders, circles etc.)
3. Flesh out the body more but keep it sketchy.
4. "Ink" the drawing
Test for echo

And don't think you're above this method either! wasb is absolutely right. Every one of your figure drawings should follow these steps. It helps keep your proportions right, allows you plan you stance and conveyed motion ahead of time, and of course, makes you look very professional.
