you used layer styles, close enough.
stroke, outer glow,
and maybe gaussian blur in the background.

Made me lol. This is terrible. I remember I did this stuff for the first...two weeks that I had PhotoShop? Maybe they just don't know the program yet. Try getting a book for whatever version you have. Or using the Adobe Help Center. It'll tell you how to do a variety or other things, so that your final product isn't so...mediocre.

Don't whine because BonusStage has an IRL relationship.
