DAW = Digital Audio Workstation
SE = Sound Editor
in a DAW, you make the actual music in a sequencer or whatever.
in a SE, you can edit the sounds by giving putting them through FX, EQing the files, adjusting the volumes, removing noises and clicks, in general just mixing the tracks down to make the sound more clear. DAWs have sound editing options as well, but SE's are generally more in depth. It's been a long ass while since I've made music, so maybe someone can give a better description but that's what they are in a nutshell.
What are you trying to do exactly? If you explained your intentions, someone can recommend you a program.
