Sometimes rock has nothing to do with anything. A good example would be Buck Cherry's "Crazy Bitch". But rock is, in general, more emotional.
But I have heard a lot of rap songs that are emotional. Take 90% of Eminem's songs for example. Rap is just a way to communicate through music, as is rock. Some people can't play instruments and they can't sing. So they rap. The genre is just the style of delivery - not the contents. This is why every genre of music has different content.
Also, freestyle rap does take a lot of skill. It's basically making a song off the top of your head with no time to think about the lyrics. Rappers such as Cassidy, who is famous for his freestyling, probably has more skill than a lot of other music artists simply because he can make up a song, filed with metaphors, rhymes, and meaning, in 10 seconds.
