Not sure what forum this goes in, but how would I go about making a white dude black?

A cheap, and funny, method would be to invert colors.

Can I ask what its for?
Also, it would properly go into Where Is/ How To, for future references.

I want to photoshop my friend and make him look black, since he pretends to be so. Inverting colors doesn't help in anyway. They'll be blue anyway. I've got CS3.

Alright then, I'm guessing you want it to look a bit professional.

Best deal with that would be to do as the other one said, give it an outline, pull a pic of someone thats black and use the dropper tool to ensure you get a good complexion, then go from there.

There won't really be an easy way to do it if you wish for it to look good, I wish you the best of luck with this.
