There are certain specific aspects that other countries could be argued to be better in. But "better" as a whole would imply a whole host of issues. And in this regard, no, no country has achieved as much as or contributed to the human race as much as the United States has.

It's interesting, but I usually find it to be the other way around. Most students are capable of learning, but the school systems don't seem to have their shit together.

And as for foreign students, it could mean that foreigners like to emigrate to America over Canada, I dunno, but I suppose it could have some relevance. I've only worked with students who were Hispanic or Korean, so I don't have much experience with foreign students' learning.
