From what I know, he wasn't ever intended to be the main character. They would do something like what was done with the Doom movie, for three reasons.
One, motivation. He as a person is not very interesting, and a lame Hollywood emotional conflict couldn't take place(OMG THE PROPHET OF TRUTH KILLED MY FAMILEEEY) with a guy who's just... there with a gun.
Two, Star Power. Imagine that someone made an Ender's Game movie, had Sean Connery star as Graff, and put a paper bag over his head and muffled his voice during his performances. You can't really say "HALO: THE MOVIE! STARRING DAVID DUCHOVNY! IN A FUCKING ARITIGHT SUIT! if you're going for star power (and this movie would get tons of it), the main character's face needs to be seen.
Three. Personality. This one is almost like #1, except that the writers would be given absolutely no creative liberties to work around this with.
As for actually being in the movie, I can't see him being there ALL the time. He spends 90% of his time away from every human, killing aliens. Probably between-mission scenes, but I wouldn't bet on much else.
