That definition can very well fit with the Sadr military force.
They are instructed NOT to fire on civilians and be used only for defense. However, their leader still takes orders from the religious council of Iran, and the people are Happy they are gone and that the government is cracking down on them.
Other than that, there's no one for the US or Iraqi military to target. They don't target civilians unless fired upon first.
And STILL, the Iraqi government was ELECTED by the PEOPLE. So those lowly militant groups which specifically target the US are still technically terrorists.
They are targetting the government which their own countrymen ELECTED.
Oh, and maybe drop the "our soldiers are there to protect civilians" bullshit. Your soldiers were sent there to invade the country, topple the government, and set up a more US-friendly government. Your soldiers have raped, murdered and tortured innocent Iraqi civilians, killing scores of them.
Saddam:
-Rape/Torture rooms
-Mass slaughter (millions killed from the time he's been in power.
-Illegal missles
-Paying families whose members martyr themselves who attack US allies
-Al Zarqawi emassing an Al Qeada branch in Iraq 1 year before the invasion
Sunni's, who make up 20% of the population, make up 40% of the police force helping the US.
You'd think that the group Saddam favored, who are Sunni's like Al Qaeda, would be our #1 problem in Iraq. You would think they'd be claiming that we're "mass killing" their population and "raping their women" (Even though the US punishes and sentences those who do such things - which we've already done with those soldiers).
Instead, we've got a minority population running straight to the police and military force to protect their government and fight of insurgents.
Hell, even the Sunni Bloc has returned to the cabinet because they saw that Malaki (shiite) was willing and able to crack down on shiia militias.
