You know, smart people usually research the topics they debate before they decide to run their mouths off.
Federal government vs state government. Simply put, the federal government decides the big rules, collects taxes, and other things. State government pertains only to the state itself, and is usually a series of smaller laws such as the tax rates, or seatbelt laws or whether or not you can wear a hat in school. It's a bit more complex than this, but the point is that the state decides whether or not you can wear hats, it's not an issue of the federal gov't.
