Hence the main test of the law will not be any particular act that someone has committed (Indeed no-one would have to be harmed in the pictures) but whether or not the government, the police and the jury think your fantasies are aberrant.

There's more to the article that's a rather interesting point, but this is the main story.
My opinion on this is that it's complete and utter bullshit. They're not locking people up because they're afraid of someone getting hurt, but rather they just don't like people "getting off" to certain things.
It doesn't even have to be a professional photograph. Like the article said, it could be a picture from a movie or something along the likes.
Though, obviously, they're going to use this law to target certain groups. But still.
