Wade, I get what you are doing with the portal watch and everything, but I believe I have a much better solution. Instead of people randomly badgering you all the time, create flash portal mods similar to audio portal mods. I know it is hard for you to check flagged submissions and track things like this, but others can easily assist you.
1. Add a spam area to the whistle blowing. No one cares about one frame trash, so why does it still pass?

2. Leave the whistle options up longer then just under judgment. People tend to vote more sane after a flash leaves judgment, so it should be the same with calling a flag.

3. Flash Portal Mods can take over the flagged submission job. Have them be able to view flagged submissions and vote like normal. After so many Flash Mods vote, then it is determined if it is worthy of being put back into the portal or being deleted.

The Mods could be anyone, but It would be wise to put in people who could be trusted. Don't make it a limited number, as they are supposed to vote for it. Just don't throw anyone in there with the title either.

Yea, its just a suggestion, but I believe it would be a nice solution to this whole mess.
