The problem with Paltalk is there is a lot of garbage in there and I don't monitor it that closely. So if someone says "Hey Wade! Portal spam here!" I probably won't see it. However, an IM on AIM won't be missed and I keep a close eye on it.
I invite people to Paltalk that have an interest in helping to combat the abuse on NG. If we get more people in the Paltalk room that want to talk about abuse, point it out, etc, I may be more active in the room. We could even have a voice conference, like a Q&A, where we talk about the problems and discuss ways to deal with them.

Install it, use the custom install, and just choose not to install the tool bar thing.
Once you create a free account just go to the rooms list, go to the adult rooms (so we can curse) and go under "Conversations" and "Newgrounds Fan Room" or use the room search, with adult rooms checked on, and type Newgrounds.
It's free to voice chat, free to stream your webcam, but you can only watch other webcams for 5 seconds once a minute if you don't pay. So it's still pretty functional for free. You may get some adult ads, so don't use it if you can't have NSFW type stuff. I think they run an adult banner, or other banner ads, in the chat window, at the bottom, when you don't pay. You can just move the window down so the ad is cut off by the bottom of the monitor. :)
