think about it, there's a murderer chasing you, you've mananged to escape him for a minute, your hands are shaking horribly, and you try to dial 911, but you end up hitting 922 or 944, with 999, there's a much reduced chance of that, and if the police get your call, at least they'll know you've been murdered.

Well on most phones you have to press "talk" to continue with the conection, so that wouldn't matter.

I think we should just be able to scream as loud as fucking possible into the phone, and that has some voice-activation software which'll automatically connect you to the folks at 911.
