think about it, there's a murderer chasing you, you've mananged to escape him for a minute, your hands are shaking horribly, and you try to dial 911, but you end up hitting 922 or 944, with 999, there's a much reduced chance of that, and if the police get your call, at least they'll know you've been murdered.
