It's most likely a spybot that's done something with your cookies to display an ad such as that. I suggest going through a system scan with an anti virus/ anti spyware program that you can find anywhere on Google. I also suggest a quick scan of hijackthis, then copy the information after the scan into this to delete any basic harms to your system. It's not a site problem, but a problem on your computer.

Of course this is all my opinion and just my suggestions, not a diagnose.

You would think that you'd get popups every site you went to if it was a computer problem but just NG? Hmm, strange. Might need some looking into.

it sounds to me that it was just a random popup from a program that may of installed its self as malware. id use spybot search and destroy to deal with it.

I'm pretty sure it's just a typo, didn't someone post it in the lounge once? Type newgounds in the URL, instead of newgrounds (so skip the r), and you should get the same thing.
