Google usually works out pretty well if you know how to search right. Anyway, if I can't find it on either of those sites I usually just google the specific sound I'm looking for. And if that doesn't work, I just make it myself.

don't search for sound effect sites in general with google, type in the specific sound you need, like "explosion.wav" or just "explosion sound effect" usually works, that way you'll get a list of sites that have it rather than going through tons of sites that probably don't have it.
