Is there a dictionary for this stuff, sometimes i get reviews for my flashes that look like this "THE LOCH LEGION ES TEH SUCK BUT THA MOVIE WAS TEH SHITE!!!111" I can figure out some of it.....but then I get all confused like, and my head catches on fire.......i hate when my head catches on fire! So is there like a "learn the language of the portal" movie, or book, or .txt ........CRAP! There goes my head again!!

There was a l33t lnaguage thing on the bbs a couple months ago made by newgrundling (back when he wasnt a mod) that was called the 1337 and i think it listed the 1337 alphabet. But taht is teh re4son ppl do thet, ish toh maek yuo haed go fawkd up in teh haed!

It's unique to the internet, indeed.
That kind of language is just people having fun with "internet" languages, by using shortcuts to word. About the lock legion and all that, it's just some of NG history / lit. You have to be a bit aware.
NG is like a huge school, maybe a city.
There are rumors, clans, gangs, crews, plots, secrets, mysteries ...
You don't have to understand all that to enjoy though !
