Police would still get paid if there was no crime. It's not really a comission based job.

Enoll that's not entirely true, police officers do actually have to meet some quota's, like with traffic tickets.
And PP, just so you know, the success rate of money making crimes like robbery are small; the only real exception is something like the mob.

I think the whole "Crime doesn't pay" saying was made up just to discourage kids from committing petty crimes.
criminal activity has become very much like any business. To succeed in it, you need to be more cutthroat, more precise, and just a darn better business man. That's how it was during the 80s and 90s when it came to drug trade. The people that made the dough wasn't the street pusher, it was the drug lords that controlled the street pushers.
