you don't need to insert a keyframe everytime... if you press f5 you get a normal frame which is exactly the same as the previous... also, layers will let you have a still frame while other things are animated.

you can press f6 to create a key frame that is identical to the previous frame.

they either used the circle tool, a different smoothing level on the brush, the pencil tool, or have a tablet, or perhaps just have very ridiculously steady hands...

if you have flash 8 and above i would recommend just to use a circle tool and a line tool at 11.5 thickness
and if you have MX so 10 thickness

I use a mix of thing.
I use motions tweens, movies clips, blur effects. (Currently doing a big flash that SHOULD pass the portal)
I use FPF in my movie clips, that i put in motion tween, or when i animate a really quick scene. I am pleased by the effects and il keep it that way.

you make a circle then you drag a box around it with the selection tool then you press F8 and you have a symbol then after that use the library (ctrl+L) then youl see the circle you draw before in that window drag the circle onto the stick figure each frame then you have a head

I've been using FBF since I began using Flash, tweens just looked too ugly to me, and I wanted a better sense of fulfillment and pride over my work. Keep practicing FBF, because without it, most of your Flash Animations won't look up to scratch. :)

If you wanna keep him in the same place for more than one frame, drag the current key frame up to a point in the timeline that you are happy with. The length of that 'line' will be the length that he stays still for. Hope that helped! :)

EDIT: Oh yeah, I forgot, use layers, they will make your animation way easier to make. common sense, but whatever. :)
