does it really matter? if it was in one game, then it's a villain in that one game.
it's like saying, "Tyrant from Resident Evil" too, and that was only in a couple.

it's difficult to choose a certain person from a games franchise that changes it's enemies in every single game, apart from the lesser zombies.

Capcom happen to make very good storylines (albeit full of plotholes), every played dead rising? perfect example.
Making Wesker the all-purpose bad guy is not a bad move, what else could they do? it adds a sense of character to him, as after all, he managed to do all he did by himself, with no help from anyone besides william birkin, who was only useful for stealing the G virus from.
