If you're going to use freewebs it would be a better idea not to use a default layout.

Start learning HTML if you want to get into web-design. Within a few weeks you can make something much more impressive than Freewebs could ever provide for you. Of course, using Freewebs to host your self-made website is a good way to get used to the whole webmaster thing.
Search google for some HTML tutorials if you're interested. It seems complicated at first, but once you get the hang of it, it's not that difficult. Get someone who already uses it to explaing it to you if you can.

Erm...My tip....is...Try learning to use Frontpage or Dreamweaver (CSS and HTML i think sums it up) and that should be all you need.
To add files to your site try uploading the file to say Imageshack and posting a link to it...i guess

Sorry to double post.
CSS doesn't make websites, it's just a way of making the designing of a site easier and more customisable.
There's some great CSS tutorials out there too!
If you find CSS and / HTML too difficult, try downloading Dreamwaever or Microsoft frontpage, you can use a WYSIWYG editor to help you make the site.
