I was more thinking about those accounts that get deleted BECAUSE of the flashes they submit (read: chris beer, duck division, some faggot-federation accounts etc.). If those ones re-appear and submit the same flashes they were deleted for, is that a flaggable offense?
That actually sounds like a pretty good idea! If we can get this idea off the ground, I'll definitely add it to the HQ site - will credit of course :) We'll need a broad cooperative base in order for it to be effective but I'm sure the NGPD's up for the task.

Description:
A duck-division style 'psyduck' preloader with a stripy background. The flash itself is a static, black-and-white picture of a pile of holocaust victims with a looping music track (.mp3 format judging by the size of the flash file and quality of the sound) playing. There are no interactive controls/objects within the flash itself, save for the 'play' button and an external link in the preloader.
I didn't click the link, so I don't know where it goes. Nor can I remember the exact size of the file. -_-

This flash is already abusive (read: 'unsuitable') because of the holocaust picture, but serves as an example and/or test to see if the list idea could work.

I think it could work as long as the descriptions of the flashes are as detailed as possible. Without the details, there's no way of comparing the eulogy entry to the flash in question (to decide if it is the same flash again, or if it's different enough to fall outside the 'resubmissions' rule).
I think any list entries like this one are best kept to the NGPD forums, where the abusive spammers can't see them (if they were publicly viewable, they'd know exactly what to change in their flashes to make the list useless).
Speaking of which: I finally made an account on the forum there, but apparently it needs to be verified or something. How long does that normally take?
