Pull up a chair and lemme tell you a tale of when I was a member here about this time last year. Someone submitted a flash that had goatse, tubgirl and all manners of NSFW crap. I rushed in here, posted a link explaining that it was fucked up, and said something along the lines of "Everyone flag this now!"
About 10 minutes later, I got a response from Tails which wasn't so much a pat on the back (as I had anticipated) as a kick in the ass, which looking back I deserved. The lesson I learned from that was that the WAY you report something is beyond important, it's essential. Regardless of proof or otherwise, do NOT fly in saying "FLAG THIS!" or else it can be misconstrued as members promoting mass flagging, a reputation the NGPD and EGB want to avoid. What should be done is to say "Hey guys, I think this flash might be stolen as I found it here (link). Take a look at it and judge for yourself.
Even if it's a definite flag, don't TELL people to flag it, explain why you flagged it and allow them to make their own judgement on it.
