Whoever invented the blur effect. Without you, movies would have no proper transitioning and would be bland. And without you, many images would be virtually impossible to make. The other reasons why I would thank the inventor of the blur effect is much much more.

The blur effect can be helpful, but depending on the setting and crap like that, plain cuts or other transitions can be effective. But yeah, the blur effect is helpful.
